Fellowship Programme on Tobacco Control 2014

The second “Fellowship Programme on Tobacco Control” was successfully held in Hong Kong from 17 November to 21 November 2014.  A total of 16 delegates from various member states of the Western Pacific Region, namely, Mainland China, Macau SAR (China), Kiribati, Mongolia and the Philippines attended. Professionals from local non-governmental organizations were also invited to join as observers.

The Fellowship Programme was organized by the Tobacco Control Office of the Department of Health (DH), Hong Kong SAR (China) which was designated by the World Health Organization (WHO) as the Collaborating Centre for Smoking Cessation and Treatment of Tobacco Dependence in 2012.

This 5-day programme targeted at middle managers in tobacco control and was designed to provide a comprehensive overview of various tobacco control measures, including legislation, enforcement, advocacy and publicity, development and evaluation of cessation programmes.  The format included lecture, field immersion, workshop, group discussion and visit to community-based cessation centres.

Dr. Sarah Choi, Assistant Director of the DH welcomed all at the Opening Ceremony.  Mr James Rarick, Technical Officer of Tobacco Free Initiative, WHO Regional Office for the Western Pacific delivered opening remarks and shared the latest tobacco control situation in the Western Pacific Region as well as the outcomes from the 6th Conference of Parties (COP) to the WHO Framework Convention on Tobacco Control (FCTC).

Two renowned overseas experts, Professor Richard Hurt and Professor Simon Chapman (Professor in Public Health, the University of Sydney) were our speakers on the first two days.  Prof. Hurt, Emeritus Director of Nicotine Dependence Center of Mayo Clinic, USA enlightened the fellows on treatment of of nicotine dependence in a medical setting and special population of smokers.  Prof. Chapman briefed fellows on Australia’s experience in tobacco control, electronic nicotine delivery systems, as well as tips as an editor on how to get  scientific papers published in journals.

Local experts including Professor Judith Mackay, Professor TH Lam, Dr Homer Tso, Dr Christine Wong, as well as representative from the Hong Kong Council on Smoking and Health and DH funded non-governmental organizations, doctors and clinical psychologist from smoking cessation clinics/centres, shared their experience with fellows and guests.

Fellows also presented their local country experiences.  Prof. Mackay offered comments and gave valuable advice on possible strategies.
